How to Run Facebook and TikTok Ads for UAE and Saudi Arabia from Pakistan (2026 COD Guide)

Quick answer: Yes, you can run Facebook and Instagram ads for customers in the UAE and Saudi Arabia while you sit in Pakistan. Meta lets you target any country it serves, wherever your ad account is based. You need a card that allows international payments, an ad account (it helps to set it to a Gulf time zone), video ads that show the product and the price in AED or SAR, and a confirmation call or WhatsApp check before every COD order ships. TikTok opened its self-serve ads platform in Pakistan in December 2025, but the countries you can target depend on where your account is registered, so check that the UAE or Saudi Arabia is available before you plan around it.

Most Pakistani sellers who try the Gulf market get stuck at the same point. The product is ready and the supplier ships in Dubai or Riyadh, but the ads either never start (card declined, account blocked) or they start and spend money on orders that never get delivered.

This guide covers the parts that matter when you run ads from Pakistan for Gulf customers: the account, the payment, the numbers, the creatives and the cash-on-delivery side. It is written for sellers who sell through a fulfilment partner such as Dropify Gulf, where stock, packing, delivery and cash collection happen in the UAE or Saudi Arabia and you handle the marketing.

Can you advertise in the UAE and Saudi Arabia from Pakistan?

Yes. On Meta (Facebook and Instagram), the country you live in and the country you target are two separate things. A seller in Faisalabad can create an ad account, set the audience location to “United Arab Emirates” and show ads only to people there. There is no rule that a UAE ad needs a UAE advertiser.

What you do need to get right is everything around the ad: a stable Business account, a payment method that works, a landing page or store that Gulf buyers trust, and a back office that delivers. If one of those is weak, the ads simply amplify the problem. If you sell through Shopify, our guide to setting up a Shopify store from Pakistan for UAE cash on delivery covers the store side.

Set up the ad account the right way

A few choices you make on day one are hard to undo later, so take ten minutes over them.

  1. Use a Business portfolio, not just a personal profile. Create a Meta Business portfolio, add a second trusted admin (a partner or family member), and turn on two-factor login for both. If one profile gets locked, the business still has a way in.
  2. Pick the time zone of your market. Set the ad account to Dubai time for UAE sales or Riyadh time for Saudi sales. Your “today” in reports then matches your customers’ day, and your daily budget resets at their midnight, not yours. Changing the time zone or currency later is a hassle: it usually means moving to a fresh ad account and leaving your old reporting history behind.
  3. Choose the currency on purpose. USD is the common choice because your card is charged in a foreign currency anyway. Whatever you pick, stick with it so your profit sheet stays simple.
  4. Warm up the account gently. Brand-new accounts that jump straight to a large budget are more likely to be reviewed. Start with a modest daily budget, use a real page with a few organic posts, and grow spend over a couple of weeks.
  5. Install tracking before the first ad. Add the Meta pixel (and the Conversions API if your store supports it) so the “Purchase” event fires when an order is placed. Without it, Meta cannot learn who your buyers are.

COD tracking catch: on a cash-on-delivery store, a “Purchase” is an order, not a payment. Some of those orders will be fake, cancelled at confirmation or refused at the door. Meta will happily optimise for people who place orders and then don’t answer the phone. Track your confirmed and delivered orders yourself every day and judge ads on those numbers, not on the purchase count in Ads Manager. Once you have steady volume, send confirmed or delivered orders back to Meta as a custom or offline event, so the algorithm learns from real buyers instead of from anyone who taps “order”.

Paying for ads with a Pakistani card

Payment is where many Pakistani advertisers lose the first week. The usual options:

OptionHow it worksWatch out for
Debit card with international use switched onEnable online international transactions in your banking app, then add the card to the ad accountBank spending caps, low balance and fraud holds cause declines that pause your ads
Credit cardOften accepted more smoothly than debit cardsBank exchange rate plus any foreign transaction fee on each charge
Dedicated or virtual dollar cardA separate card used only for ad spend, topped up as neededCheck that the issuer allows payments to Meta before relying on it
Agency billingAn agency runs the account and bills you in rupees (more on payment options)Management fees; make sure you keep access to your own page and data

Tax on card payments: Pakistani banks withhold advance income tax on foreign-currency card transactions. In the June 2026 budget the government announced a cut in this rate from 5% to 0.5%, as reported by Business Recorder. Check the rate your bank actually deducts on your card, keep the deduction certificates, and add the tax and the bank’s exchange-rate margin to your cost per order. On thin margins, these few percent decide whether a product is profitable.

One practical habit: keep a little more balance on the card than your expected weekly spend. A failed charge pauses every campaign, and the algorithm often takes a day or two to settle again after a restart.

TikTok and Snapchat: what is different

TikTok is popular for product videos in the Gulf, and since December 2025 Pakistani businesses can open a self-serve TikTok Ads Manager account, as reported by Bloom Pakistan. The catch is targeting: the locations you can serve depend on the country where the ad account is registered. Before you build a TikTok plan for the Gulf, open TikTok’s location targeting help page, choose Pakistan as the registration country, and check whether the UAE and Saudi Arabia appear. If they don’t, the usual route is an account opened through a registered TikTok agency partner.

Do not try to get around this by registering an account with a false country or someone else’s documents. Accounts like that tend to get banned once they start spending, often with your money still inside.

Snapchat is widely used in Saudi Arabia and is also worth a test there. The same rule applies: start on one platform, make it profitable, then add a second one. Splitting a small budget across three platforms usually means none of them gets enough data to optimise.

Budget maths before you spend a rupee

Before you run a single ad, work out the most you can pay for one order and still make money. With COD you also have to account for orders that never get delivered. The formula below gives a quick ceiling; return fees on refused parcels come on top, so keep your real target lower.

The quick formula (before return fees)

Break-even cost per order = (selling price − product cost − delivery and COD fees) × confirmation rate × delivery rate

Here is a worked example with round numbers. They are for illustration only; use your own product costs from the product catalogue and your own rates once you have data.

ItemExample (UAE)
Selling price to the customerAED 149
Product, packing, delivery and COD costsAED 79
Margin on a delivered orderAED 70
Orders confirmed on the phone or WhatsApp80%
Confirmed orders actually delivered and paid75%
Maximum ad cost per order placed (before return fees)70 × 0.80 × 0.75 = AED 42

So in this example, if Ads Manager shows a cost per purchase of AED 30, you are profitable. At AED 50 you are losing money on every order, even though the dashboard may look busy. Aim well below that ceiling, because every refused parcel also costs a return fee.

How much will the ads cost? Prices change by month, product and audience, so treat any benchmark as a rough guide. Superads, which publishes anonymised, median-based data from its customers’ accounts, reported a typical Facebook CPM (cost per 1,000 impressions) for the UAE of about $15.80 over the 2025–2026 period. Monthly figures ranged from about $9 (May 2026) to about $24 (November 2025), when sale season pushes prices up (source). Plan your first test budget around that range and expect expensive weeks around big sales.

Ads that sell on COD in the Gulf

Gulf buyers scroll fast and see a lot of polished ads. What tends to work for COD products is simple and honest.

  • Show the product working in the first three seconds. A hand using the gadget beats a logo animation every time.
  • Put the price on screen in AED or SAR. Hiding the price brings in people who drop off at confirmation.
  • Say “Cash on delivery” clearly. For many first-time buyers this is the reason to order from a store they don’t know.
  • Match the language to the market. For the UAE, English works for a broad audience, and Arabic or Hindi-Urdu versions can reach specific groups. For Saudi Arabia, plan on Arabic creatives and Arabic text on the store.
  • Use real-looking footage. Phone-shot videos often beat studio ads. If you are on a paid Dropify plan, start from the product images and basic ad content included with it and add your own angle.
  • Stay inside the ad rules. No fake “90% off” prices, no medical claims and no before-and-after body photos for health and beauty products. These get ads rejected and can restrict the whole account.

Targeting UAE and Saudi buyers

The UAE is a small market by population, and stacking many interests on top of each other makes your audience tiny and expensive. A practical approach:

  • Start broad. Choose the country, an age range that fits the product, and let the video do the targeting. With a working pixel, Meta finds buyers faster than hand-picked interests usually do.
  • Split by language, not by dozens of interests. Run separate ad sets for English and Arabic creatives so you can see which one converts.
  • Don’t mix countries in one ad set. UAE and Saudi buyers have different prices, delivery times and languages. Keep them in separate campaigns.
  • Exclude areas you can’t deliver to. If your fulfilment partner doesn’t cover a region, remove it so you don’t pay for orders you can’t ship.

A simple 7-day testing plan

  1. Day 1: Launch one campaign with 3 to 5 different videos for one product, one country and a small daily budget you can afford to lose.
  2. Days 2–3: Don’t touch anything. Confirm every order by phone or WhatsApp and note the result in a sheet.
  3. Day 4: Pause videos that spent more than your break-even cost per order without a single confirmed order.
  4. Days 5–6: Move budget to the best video. Make two new versions of it (new hook, new first scene).
  5. Day 7: Check delivered orders, not just placed orders. If confirmed cost per order is under break-even, raise the budget slowly (around 20% every couple of days). If not, test the next product.

Protect your ad money with order confirmation

On COD, every unconfirmed order you ship costs you delivery and return fees on top of the ad you already paid for. A short call or WhatsApp message before dispatch takes a few minutes and can save a return fee.

Confirm the name, full address with a landmark, the product and the total price. Remind the customer that payment is cash on delivery. If they hesitate, don’t push; cancelling now is cheaper than a refused parcel later. Our guide to reducing COD returns in the UAE and Saudi Arabia has a full confirmation script you can copy.

When you submit confirmed orders to Dropify Gulf, the team packs and hands them to local couriers with tracking. Your profit lands in your seller wallet after delivery, and you can follow each order’s status from your dashboard.

Mistakes that burn budget

  • Judging ads on “purchases” in Ads Manager instead of confirmed and delivered orders.
  • Scaling a winning ad from a small budget to ten times overnight.
  • Running the same creative for weeks until everyone in the audience has seen it.
  • Selling branded copies or “first copy” products. These break ad policies and local law, and they get accounts banned.
  • Using a borrowed or bought ad account. You don’t control it, and you can lose it at any time.
  • Ignoring the small costs: card tax, exchange-rate margin and return fees all come out of your margin.

Frequently asked questions

Can I run Facebook ads in Dubai from Pakistan?

Yes. Meta lets you target the UAE from an ad account created in Pakistan. Set the audience location to the UAE, ideally set the ad account time zone to Dubai, and pay with a card that allows international transactions.

Which payment method works best for Facebook ads in Pakistan?

A debit or credit card with international online payments switched on is the most common choice. Keep a separate card or balance just for ads so a low balance doesn’t pause campaigns. Agency billing in rupees is an alternative if you can’t use a card.

Can I run TikTok ads for Saudi Arabia from Pakistan?

TikTok launched self-serve Ads Manager in Pakistan in December 2025, but the countries you can target depend on where the account is registered. Check TikTok’s location targeting page for Pakistan-registered accounts; if Saudi Arabia isn’t available, use an account opened through a registered TikTok agency partner. Don’t register with a false country, as that can get the account banned.

How much budget do I need to start Gulf ads?

There is no fixed number. Work out your break-even cost per order first, then set a test budget you can afford to lose while 3 to 5 creatives collect data for a few days. CPMs in the UAE vary a lot by month, so expect higher costs around big sale seasons.

Why do I get many orders but little profit on COD?

Usually because some orders are not confirmed or not delivered. Call or message every customer before shipping, and judge ads on confirmed and delivered orders, not on the purchase count in Ads Manager.

Do I need Arabic ads for Saudi Arabia?

For most products, yes. Arabic creatives and Arabic text on the store page usually perform better in Saudi Arabia. In the UAE, English reaches a wide audience, and Arabic or Hindi-Urdu versions can be tested as separate ad sets.
